Referred to:               Reference Committee on Board of Directors/Constitution & Bylaws/Credentials

WHEREAS, the Bylaws currently do not address a tie vote, therefore be it

RESOLVED, that the Bylaws be amended as follows:

Chapter IV Ð House of Delegates

Section 6.  A tie vote on a motion (or in an election) means that the same number of votes have been cast in the affirmative and in the negative (or for two or more candidates).  Since a majority (more than half of the legal votes cast), is required to pass a motion, the motion fails.  In such a case, the Chair, if he or she is a member of the organization and has not already case a vote, may vote to break the tie or even make a tie.  He or she has the right, as does every member, to elect not to vote.

The sections following will be renumbered appropriately.
