Consistent with prior direction from the House of Delegates and built from the work of thousands of physician volunteer hours, Progress Reports contain important recommendations and informaton concerning the strategic direction of CMS. Several of these reports contain recommendations that will require voting on issues of critical importance to the medical profession and the strategic direction of CMS. Delegates are respectfully urged to read the following in advance of the meeting.

Progress Reports from the Board of Directors (Constitution and Bylaws section) include two especially important reports that require Delegate action:

1) Medicaid Reform Task Force Guiding Principles (BOD-1, attachment 1 in your handbook) and

2) 2007 Road Map or Strategic Plan (BOD-3 in your handbook) that is updated with all accomplishments printed in bold type within each banner goal that Delegates will evaluate with electronic voting on Saturday morning (Right/Track Wrong Track Voting).

Progress Report of the Physicians' Congress (Constitution and Bylaws section) represents work since the last annual meeting by physicians seeking to fulfill the historic 91-9 percent vote of the 2005 House of Delegates to pursue comprehensive health care reform. The recommendations section of the report (the evaluation matrix) proposes policies that physicians believe necessary to make health care reform meaningful.

Progress Report of the Council on Practice Environment (COPE) and the United Physician Advisory Council (PAC) (Health Affairs section) The COPE Progress Report in your handbook contains important summary information on practice viability programs and Attachment 1 of the report contains three important recommendations from the United PAC formed as a result of conditions placed on the United/PacifiCare merger.

RESOLUTIONS

This year’s annual meeting features 22 resolutions that will be debated during reference committees and voted on during Sunday’s closing session of the House of Delegates.
